The responses have provided valuable information which we can draw upon to strengthen the final plan. We will keep you informed of any changes made but the key principles and policies have been broadly supported. Any changes will be made to further emphasise or strengthen policies to ensure they are sufficiently robust.
Consultation of the draft Market Bosworth Neighbourhood Plan will begin on the 16th June for a period of 6 weeks. All members of the community i.e. those who live and work in Market Bosworth as well as all statutory consultees are encouraged to look at this draft plan and provide constructive feedback during this 6 week period.

Your Neighbourhood Forum, a sub-committee of the Parish Council, has been working on a Plan for sustainable development in Market Bosworth up to the year 2026. The intent is to provide guidance for planners and developers on how to deliver our vision of a vibrant, well balanced community that continues to be a great place to live, be educated, work and visit whilst maintaining its historic character as a small town with a regular market, attractive conservation area and variety of open spaces, which acts as a centre for the surrounding farms and villages.
The Plan is subject to Public Consultation prior to a referendum which will give the residents of Market Bosworth an opportunity to support or reject the Plan.
Planning Minister, Nick Boles, said that neighbourhood plans are
“giving communities a much stronger role in shaping their area and supporting new development”.
The Forum has held Public and Stakeholder events, distributed a questionnaire and gathered evidence to support the Plan. However, this next stage – the Public Consultation Period – is very important in helping the Forum prepare the final version.
Consultation on the final draft Plan started on the 16th June and runs until 25th July. Residents within the Parish of Market Bosworth, with Hinckley and Bosworth Borough Council, Statutory Bodies and interested stakeholders such as, local businesses, landowners and developers are being consulted. Public events at the Parish Hall, Park Street have also been arranged for Saturday 5th July (11.30am – 4.00pm) and Tuesday 8th July (2.00pm: to 5.30pm) where you will have the opportunity to inspect the draft Plan and review the proposed policies and aspirations with members of the Neighbourhood Forum. From the 16th June 2014 the draft Plan will be available for inspection and comment at the Parish Council Office, the Library and on-line at: www.bosworthvision.org.uk; your response can also be completed online at www.ruralcc.org.uk/marketbosworth.html
Eric Pickles, Secretary of State, Department for Communities and Local Government was quoted in the Telegraph in March this year, as saying
“Local Plans will be complemented by new neighbourhood plans, where local communities wish to adopt them. Decentralisation is about devolving power downwards – not just to town halls, but to parishes and neighbourhoods below them. But putting local planning centre stage, the intention is to let residents, not remote Whitehall officials, decide where the new homes and the new businesses go, and which cherished sites need to be protected.”
This is a really important consultation to help us prepare the final version of the Plan that will determine the important elements of planning and development in our community for the next twelve years and beyond.

NOTICE OF PRE-SUBMISSION CONSULTATION
A pre-submission consultation on the proposed Neighbourhood Development Plan for Market Bosworth is now underway for a period of six weeks, starting from 16th June through to 25th July 2014. The consultation forms part of the statutory consultation in line with Regulation 14 of the Neighbourhood Planning Regulations 2012.
This Draft Neighborhood Development Plan for Market Bosworth is the result of extensive consultation with the community, and interests groups during the last seventeen months.
The pre-submission consultation enables the Market Bosworth Neighbourhood Forum to gather feedback from those who live, work or do business in the area, to comment.
John Wasteney Vice Chair of the Market Bosworth Neighbourhood Forum stated “It is important for us to be aware of any concerns or comments people wish to make in order that those concerns can be responded to and addressed if appropriate, with changes made to the plan where necessary”
Market Bosworth Neighbourhood Forum, who have been working on the plan, will also be consulting with a range of statutory bodies to add to your feedback on this Draft Neighbourhood Plan.
The Draft Neighbourhood Development Plan is now available to view, along with all supporting documentation, at www.bosworthvision.org.uk Hard copies of the Draft Plan will also be available to view at Market Bosworth Library or at the Parish Council Office on Tuesdays 2pm-4pm & Thursdays 10am-12.30pm.
Public Exhibitions of the Draft Neighbourhood Development Plan will also be taking place on: Saturday 5th July 11am-4pm and Tuesday 8th July 2pm-5.30pm, at the Parish Hall. Park Street, Market Bosworth.

This is the last chance to influence the Plan before submission to Hinckley & Bosworth Borough Council which will then publish the proposed Plan for a further six-week period of consultation. Any responses to that consultation will then be sent, together with the Plan, to an Independent Examiner. The Examiner may then: pass the Plan, refuse the Plan, or require amendments to the Plan. If passed, the final Plan will then return to the Parish for a Referendum. If a majority of those voting approve the Plan, it will then become part of the framework within which planning applications will be considered until 2026.
The Plan was produced as a direct result of feedback given at public and stakeholder meetings held last year as well as the analysis of the comprehensive responses provided by the questionnaire.
- outlines the Vision and Aims for a positive outcome in respect of development in the Plan Area until 2026 and hopefully beyond
- identifies the preferred site allocation to provide housing and improve employment opportunities
- states clear policies relating to affordable housing for local people and requirements for the preferred development site
- states clear policies to safeguard the character and environment including local green spaces, views and vistas, and the landscape that the community strongly identified as essential to the Market Bosworth area.
The Plan also looks at how we can begin to find solutions to traffic congestion, parking, broadband speed and mobile phone reception which you also identified as very important.
